GREENSBORO — Even as Guilford County worked through its backlog of food stamp recertifications Monday and narrowly avoided costing the state $88 million in federal aid, Department of Social Services Director Robert Williams resigned, leaving lingering questions about how his department amassed an 8,100-client backlog in the first place.
