Trudy Wade's bill would give governments online option for legal ads
A North Carolina Press Association attorney says the bill would make it harder for the public to learn about government activities.

Your Say
What do you think of the “GOP squeeze” on Greensboro and other Democratic strongholds in North Carolina? Do you welcome it? Disdain it? Share your thoughts on the News & Record’s Facebook page, or email feedback@news-record.com by noon Tuesday. Put “GOP changes” in the subject line, and include your name and what city you live in. We’ll feature reader responses in the newspaper later this week.
Movers and shakers
Republican legislators are behind several bills in the past two years that seek to reshape or take control of some aspect of local government.
Greensboro City Council
What it does: Senate Bill 36, filed Feb. 4, would shrink the City Council to seven members, eliminate at-large members, take away the mayor’s vote, extend council terms to four years and create seven new districts.
Status: N.C. Senate passed it last week. The bill now moves on to the N.C. House.
Guilford County Board of Education
What it does: Under Senate Bill 317, filed in 2013, the 11-member board will be reduced to nine members in 2016. One seat will be at-large with eight districts redrawn to more closely match those of the Guilford County Board of Commissioners. Races become partisan in 2016.
Status: The General Assembly approved it in July 2013.
Rockingham County Board of Education
What it does: House Bill 189, filed Tuesday, would reduce the number of districts from six to four by 2016 and the number of school board members from 11 to seven by 2018. The five at-large seats would be reduced to three. Races would become partisan in 2018.
Status: Referred to the House Committee on Elections.
Wake County Board of Commissioners
What it does: Senate Bill 181, filed March 4, would increase the size of the board from seven to nine members and align districts with those of the Wake County Board of Education. The bill would create two regional districts, one representing the urban core and one the more suburban and rural areas. Instead of at-large elections for all seats, there would be seven seats elected by district and two regional seats starting in 2018. Voters would cast ballots for their district and one regional seat.
Status: N.C. Senate passed it last week. The bill now moves on to the N.C. House.
Charlotte Douglas International Airport
What it does: Senate Bill 81 created an airport authority to run the Charlotte Douglas International Airport, which has been run by the city. The bill was passed in July 2013 and created the Charlotte Airport Commission. The city sued and received an injunction to stop the law from taking effect.
Status: A Superior Court judge ruled in October that the commission could not take over control of the airport without prior approval from the Federal Aviation Administration. The commission has been divided on whether to seek the appropriate certificate to operate the airport, with some members saying it is up to the city or state to make that decision. The city continues to operate the airport.
Asheville water system
What it does: House Bill 488, filed in March 2013, transferred all assets, real and personal, of Asheville’s water system to the Metropolitan Sewerage District of Buncombe County, for eventual operation by a new entity. The bill became law in May that year. The city sued and a Wake County Superior Court judge ruled last year that the law “lacks a rational basis” and calls for an “unlawful taking” of city property. He also ruled the bill violates a provision in the state constitution that prohibits local legislation on some subjects and that if the transfer of the property was held valid, the city would need to be compensated for the property.
Status: The state appealed the ruling.
