GREENSBORO — On Tuesday, a puppy looks out from its cage at its caretakers with dark eyes and a wagging tail. Once a day, two veterinary technicians at the Guilford County Animal Shelter must sedate Toby, a Lhasa Apso puppy that has third-degree burns on 50 percent of its body.
