Guilford drug court helps users change lives

GREENSBORO — Heroin use in the streets is reflected in the Guilford County Adult Drug Treatment Court in Greensboro.

Four of 22 people now enrolled in the program listed heroin in applications as the main drug they use, case coordinator Jeff Bennett said.

Seventeen of the clients at some point used crack or cocaine, Bennett said.

The court sent three young clients, who reported that their parents kicked them out of their Greensboro homes because of heroin addiction, to High Point, where an agency could provide shelter.

“The thing about being in a decent home, I oftentimes think there comes a time of night when it’s good to be at home,” District Judge Teresa Vincent said. “My grandmother said — and this is extreme — ‘When it gets dark, you need to be in someone’s house, off the street.’ ”

Vincent presides over the drug court in Greensboro, which meets every two weeks. The court is intended to improve public safety and reduce county costs. If the court is going to meet its goals, it has to change people’s behavior, Vincent said.

The three-phase court program forces clients to meet assignments: receiving treatments, taking drug tests, completing assignments, attending three support group meetings every week, meeting with counselors and attending court every two weeks. Failures result in sanctions, such as assignments to community service, more case appointments or jail.

Additionally, Bennett, Vincent, parole and probation officers, representatives of the district attorney’s office and mental health professionals meet before each court date and discuss the conditions of the clients.

Sometimes things change

For example, before a late July session of the drug court, officials discussed the sudden changes in appearance of one of their clients. The client’s mother recently had died, and he was changing, Bennett said.

“He had done well, but then he missed his curfew on Friday and missed an appointment Tuesday,” Bennett said of the client.

“His physical appearance has gone down,” Bennett said, noting that it appeared as if the man was using drugs, but he wasn’t testing positive.

Kim Soban, the clinical director of Mental Health Associates of the Triad, meets with the clients every week. She said she could see a sudden change in the client, too.

“I’ve never seen anybody’s physical appearance change as drastically as his did,” Soban said. “There is truly something going on.”

Less than an hour later, during court, Vincent sentenced the man to a day in jail and made an appointment for him to receive a mental health evaluation when he was released.

Referral system

Vincent said after court that many of the court’s clients have dual diagnoses: drug addiction and mental health issues.

The clients arrive in a number of ways. They can be referred by a judge, parole and probation officers, the district attorney’s office or defense attorneys. In fiscal year 2012-13, programs in Greensboro and High Point accepted 56 of 185 referrals, about 30 percent, Bennett said.

During the 2012-13 fiscal year, 17 people completed the program, which takes between one and two years. Police arrested only one of the 17 graduates during the first six months following completion of the program.

Becoming advocates

James Harden graduated from the drug court three years ago. Harden, 53, returns as often as he can to share his story with the current group of clients.

Ten years ago, Harden was going through bankruptcy and a disintegrating marriage. Harden’s wife cleaned out their bank accounts and left, he said.

Harden began using cocaine and was arrested twice in two weeks.

Then he joined the program, which limits clients to two years.

Harden received another hardship during the program when his mother became gravely ill with cancer. He was going to quit.

Harden said Vincent called him and said that she understood his mother was very ill and that he intended to quit. “I don’t think your mother would want that,” he said she told him.

Harden completed the program three years ago, taking the full two years.

Now he’s sharing his testimony with other clients, Harden said.

“I tell folks, ‘Look, I care about you,’ ” Harden said. “I fought to stay in here. People need to listen, man.”
