The Redevelopment Commission of Greensboro has voted to move forward with an agreement with a Wisconsin-based developer to build 128 mixed-income apartments at the city-owned lot at 734 S. Elm St. The commission is expected to finalize the agreement Dec. 3 and the matter would then go to the city council on Dec. 16.
