Guilford County fourth graders showed significant progress in math between 2022 and 2024 with the average score improving 8 points, according to results from an exam known as the nation's report card. The district showed no statistically significant changes in any other areas tested.
In fourth grade reading and eighth grade math and reading, the average scores for Guilford students were virtually identical in 2024 to what they were in 2022.
The nation's report card, otherwise known as The National Assessment of Educational Progress (NAEP), has been around since 1969. Testing is conducted in math and reading every two years, and NAEP compiles national and state results as well as results for 25 selected urban districts, including in North Carolina Charlotte-Mecklenburg Schools and Guilford County Schools. About 3,500 Guilford students participated in the latest testing.
Guilford schools selected for testing were based on how well their demographics match the demographics of the school district as a whole.
"The nation's report card is out and the news is not good," Peggy G. Carr who serves as commissioner of the National Center for Education Statistics for the U.S. Department of Education said during a call discussing the results last week. "We're not seeing the progress we need to regain the progress students' loss during the pandemic."
Carr added, "where we are seeing signs of recovery, they're mostly in math and largely driven by higher performing students."
That national trend, however, is why Guilford's progress in fourth grade math is significant: Of the 25 urban school districts measured, Guilford was one of only seven that showed gains at the 25th and 75th percentile.
In other words, lower and higher preforming Guilford fourth graders both showed substantial improvements in math. In 2022, a score of 206 put a fourth grader in the 25th percentile in Guilford whereas a score of 214 put a fourth grader in the 25th percentile in Guilford in 2024.
Likewise, a score of 252 put a fourth grader in the 75th percentile in 2022 and a score of 262 put a fourth grader in the 75th percentile in 2024 in Guilford County.
Additionally of the 25 districts measured, Guilford County had the second highest growth in fourth grade math gaining by 8.5%t going from an average score of 229 in 2022 to 237 in 2024.
Guilford Superintendent Whitney Oakley said she is placed with the advances the district has made.
"I think the nation as a whole should be concerned about the scores overall, but I am grateful that we saw both low and high preforming student groups excel in fourth grade math," Oakley said. "I think it's important to remember that fourth grade is still early in a kid's math journey, but to me what it says is that it's a reason to stay the course."

Here’s how Guilford County’s scores compared to state and national averages in 2024:
Fourth grade math
- Guilford County - 237

Guilford's average score of 237 in fourth grade math was better than its average before the pandemic— 236 was the average score in 2019.
Fourth grade reading
- Guilford County - 212
- National - 215
- North Carolina - 213
While Guilford's average score improved slightly in fourth grade reading in 2024, a deeper look at the data tells a more complex story with higher performing students in the county improving since 2022 and lower preforming students declining.
In 2022, a score of 185 put a fourth grader in Guilford in the 25th percentile whereas a score of 183 put a fourth grader in 25th percentile in Guilford in 2024. On the flip side in 2022, a score of 240 put a fourth grader in Guilford in the 75th percentile and a score of 245 put a fourth grader in the 75th percentile in Guilford in 2024.
Oakley noted that it's easier to address skill gaps in math than in reading.
"If you think about these comprehension tests or finding the main idea or citing the author's purpose, you have to have foundational skills. You have to have fluency, decoding, vocabulary," Oakley said. "So many of our fourth graders were starting school, they were in kindergarten the year that we went remote, and so the fact that they have some of those foundational gaps is not a shock to me."
Given that the first instruction for many students was virtual, they're going to have a unique set of challenges, Oakley said.
"When you think about what sounds go with the letter B or what sounds go with the letter D and doing that on a computer with 16 other 5-year-olds on a screen, it's not always surprising that we have more work to do there foundationally," Oakley said.
Eighth grade math:
- Guilford County - 269

In eighth grade math, the average Guilford score of 269 in 2024 was a slight decrease of a point from the average score of 270 in 2022.
However, digging deeper into the slight decline again tells a deeper story as high performing students improved, and lower performing students declined.
In 2022, a score of 244 put an eighth grader in Guilford in the 25th percentile whereas a score of 238 put an eighth grader in 25th percentile in Guilford in 2024. On the flip side, in 2022 a score of 295 put an eighth grader in Guilford in the 75th percentile but a score of 299 put an eighth grader in the 75th percentile in Guilford in 2024.
Oakley also said it was important to address individual skill gaps between students, noting that the eighth graders who took the assessment in 2024 would've been in the fifth grade in the 2020-2021 school year when the pandemic started.
"If you and I were both in fifth grade the year of remote learning and I missed simplifying fractions, but you didn't quite figure out the fractions to decimals, we need two very different things to do well," Oakley said.
The district's high dosage tutoring program has shown some success in addressing individual skill gaps, the superintendent said. High dosage tutoring is characterized as at least three separate tutoring sessions of 30 minuets to an hour each week using tutors who consistently work with the same child or small group of children.
"In our schools, we focused it on early literacy and middle school math, shockingly," Oakley joked. "Which is where we saw the tutoring pay off in our data from last year."

While both the national and state average score for eighth grade reading were higher than Guilford's in 2024, both decreased between 2022 and 2024 while Guilford slightly improved increasing by a point.
Other large districts
Guilford County Schools was one of the 25 school districts measured in NAEP's Trial Urban District Assessment (TUDA) in 2024. Some of the other big cities in the assessment were Charlotte, New York City, Los Angeles, and Chicago.
In both fourth and eighth grade math and reading, Guilford County was above the urban average, which is calculated by taking the cumulative average score of all 25 schools districts measured.
In fourth grade math, Guilford County's average score of 237 was higher than the big city average of 231. The only district with a statically significant higher average score was Miami-Dade.
In fourth grade reading, Guilford County's average score of 212 was above the big city average score of 208. Only three districts, Miami-Dade, Orange County, and San Diego had statically significant higher average scores.
In eighth grade math, Guilford County's average score of 269 was better than the big city average of 266. Only two districts, Charlotte and San Diego, had a statically significant higher average score.
In eighth grade reading, Guilford County's average score of 253 was higher than the big city average of 252, and only San Diegoo had a statically significantly higher average score.
Oakley said Guilford's performance as better or on par with the other big cities was encouraging.
"It shows me that we have momentum coming out of COVID. That we're not going the wrong direction," Oakley said. "But there's so much work left to do."
