Freedom School versus Get Out And Learn

Besides the Children's Defense Fund curriculum and staff training there are a couple of other key differences between Freedom School and “Get Out And Learn," the district's much larger state-funded elementary summer reading program. Get Out and Learn serves nearly 2,000 students compared with 50 at Freedom School. Students are selected to attend GOAL based on being behind in reading.

Freedom School targets students from low-income schools and communities. First priority goes to students whose families are homeless — a definition that in this case includes families living in temporary housing situations, not just on the streets or in a shelter. The camp also serves some children adopted later in childhood. Otherwise they are recruited from schools with a high concentration of low-income families.

This is the fifth year Guilford County Schools has run the camp, but it almost didn't happen this time. When district staff didn't mention Freedom School during their presentation about summer reading programs at a May school board meeting, board Chairman Alan Duncan asked why.

"My impression has been that it has been very successful with respect to engaging those students and their families in the educational process," he said. "I think a number of people in the community may have been touched by that program."

District staff said they'd gotten significantly less in the specific pot of federal money they'd been using to provide Freedom School, so there wasn't enough to cover the cost this summer. After that conversation, the district came up with a plan to pull off the camp by using that federal money from two different budget years and supplementing it with some unspent money from the district's diversity office.
