Winston-Salem — Duke Energy Carolinas is ready to file a rate-hike request for central and western North Carolina that is likely to reach double figures annually, the utility’s North Carolina president said Tuesday.

Power/Forward Carolinas
David Fountain, North Carolina president for Duke Energy Carolinas, touched on the Power/Forward Carolinas initiative. The utility plans to spend $13 billion on the N.C. initiative from 2018 to 2027.
The biggest spending piece is $4.9 billion on moving overhead power lines underground.
Next is followed by $3.5 billion on updating and enhancing its distribution network, along with $2.2 billion on transmission improvements, $1.2 billion on grid improvements. $549 million in smart metering infrastructure, $546 million in communication network upgrades and $103 million on back-office upgrades.
Fountain said the goal is burying up to 20 percent of current above-ground power lines that typically are covered by vegetation.
The distribution improvements will include: retrofitting 351,000 transformers; replacing 11,000 miles of deteriorating cable lines; adding redundant power sources to communities vulnerable to natural disasters; and enhancing cyber and physical security measures.
The utility projects creating 7,272 Duke Energy jobs and having an overall economic impact of $21.5 billion during the initiative, including $10.4 billion in salaries and wages, $609 million in direct state taxes and $447 million in direct local taxes.
